William Franklin " Bill" Elkins, 79, a lifelong resident of Cleveland passed away on Friday night, January 31st, 2014 in a local hospital surrounded by his family. Bill was born on March 23rd, 1934 a son of the late Lee and Opal Elkins. He was of the Baptist faith.
The family will hold a private graveside service at a later date.
